Project Overview – Pall Mall
Pall Mall is a major city-centre regeneration scheme in Liverpool’s Commercial Business District designed to deliver around 400,000 sq ft of Grade A office accommodation, a 284-bed full-service hotel and ancillary retail/leisure space.
The overall investment is approximately £200 million. A key feature of the scheme is a high-quality public realm: more than 6,000 m² of landscaped green space, over 100 new trees and an urban “Pall Mall Gardens” square at its heart. Designed by the joint venture of Kier Property and CTP Ltd on behalf of Liverpool City Council, the development seeks to establish a new benchmark for workplace, hotel and public-realm provision in Liverpool city centre.

Timeline & Progress
- Initial appointment of Kier & CTP as development partners occurred in early 2017.
- Remediation and enabling works (including sub-station relocation) were carried out and completed by early 2020.
- Full planning consent for the wider scheme was granted in 2020, with the masterplan approved for the mixed-use development.
- Due to viability challenges and post-pandemic office market headwinds, phase one progress had stalled but has been revived by a proposed £15 million grant from the council in May 2025, enabling start on site in summer 2026 and targeting completion of the first office building by 2028.
- The first phase is expected to deliver roughly 111,000 sq ft of office space, with a new urban park and green space at its core

Pall Mall is sited between Pall Mall and Bixteth Street in Liverpool’s L3 Commercial Business District, placing it at the northern edge of the city centre. The location benefits from strong transport links including proximity to major rail stations and the city’s public transport network, making it accessible for occupiers and visitors alike. According to development literature, the site sits within a region of high regeneration focus, with the city region economy employing over 236,000 businesses and significant infrastructure investment underway. The design of the scheme emphasises connectivity, promoting new pedestrian and landscaped routes through the public realm to integrate the development with the surrounding urban environment and enhance the city-centre experience.
