Project Overview
EET Industrial Carbon Capture
The Stanlow Carbon Capture Project (EET Industrial Carbon Capture) is a landmark decarbonisation initiative at the Stanlow Refinery in Ellesmere Port, Cheshire. Essar (EET Fuels) is investing over £360 million as part of their wider energy transition plan, including industrial carbon capture and hydrogen fuel switching. The project will capture CO₂ emissions from the fluid catalytic cracker (FCC) process and other refinery units, with permanent sequestration in depleted gas fields in Liverpool Bay, via the HyNet CCUS cluster.

Timeline & Progress
The Stanlow Carbon Capture Project was first announced in 2022, marking a major milestone in the UK’s drive toward industrial decarbonisation. Since then, work has advanced into the Front-End Engineering Design (FEED) phase, where detailed design and costing for the plant are being finalised. Toyo-India has been appointed to lead the design and engineering work, ensuring the project meets both technical and environmental standards.
Key technology licensors have been confirmed for the project. Mitsubishi Heavy Industries (MHI) will provide the CO₂ capture technology, while Topsoe has been selected to supply its SNOX™ flue gas treatment system, which will significantly reduce sulphur and nitrogen oxides emissions. The combined technology aims to deliver one of the UK’s most efficient and scalable carbon capture solutions.
The facility is expected to be fully operational by 2028, with the capacity to capture around 1 million tonnes of CO₂ annually—equivalent to reducing 40–45 percent of the Stanlow refinery’s total emissions. This will make the site one of the largest industrial decarbonisation projects in the North West, forming a key part of the HyNet Carbon Capture and Storage (CCS) cluster.
Location & Access
The project is based at the Stanlow Refinery in Ellesmere Port, Cheshire, situated in North West England. The site benefits from excellent regional connectivity, with easy access to Chester, Liverpool, and the Wirral, as well as major routes such as the A494 and M53. This makes it highly accessible for contractors commuting from nearby towns or staying in serviced accommodation within the Cheshire and Merseyside area.
Captured CO₂ will be transported via a newly developed pipeline network and, potentially, by ship to the Stanlow Terminals on the River Mersey. From there, the gas will be securely injected into depleted offshore gas fields in Liverpool Bay, approximately one kilometre below the seabed, for long-term storage. This innovative infrastructure will be central to the UK’s low-carbon energy transition and sustainable industrial future.
